Maxim Kononov has been working for more than 10 years at the Association of Mining and Metallurgical Enterprises of Kazakhstan, which unites over 80 of the country’s largest companies in the industry. He has extensive experience in legislative work and takes part in the discussion of all key legislative acts and strategic documents affecting Kazakhstan’s mining and metallurgical sector. In addition, he has a strong background in research and analytical work. He is the author of several publications on the development of the mining, metallurgical, and energy sectors.

Kazakhstan’s mining and metallurgical sector on the threshold of significant change

Kazakhstan’s mining and metallurgical sector stands on the threshold of substantial changes driven both by shifts in the regulatory framework and by evolving state policy toward the industry. Among the significant recent developments are amendments to tax legislation, including the introduction of a royalty mechanism to replace the mineral extraction tax for new projects; a noticeable shift in the government’s energy agenda toward greater use of coal and uranium; the transition to full automation of public services and processes in the subsoil use sector; and other related measures. All these innovations call for thorough reflection and analysis in terms of their impact on the investment climate and the future development trajectory of Kazakhstan’s mining and metallurgical complex.
